Introduction

Osaka City Hall anchors the eastern end of Nakanoshima on the south bank of the Dojima River: a working municipal office, and one piece of the riverside band of civic buildings that gives the city its 'capital of water' character. The present building is the fourth on the site, designed by Nikken Sekkei, with phase one finished in 1982 and phase two in 1986; reinforced concrete, eight floors plus a penthouse, 50.5 metres high, with deliberately low horizontal lines. The 1921 Taisho-era hall was demolished in 1982. Guides often assign it the date 1918, but that belongs to the neighbouring Osaka Central Public Hall, the red-brick Important Cultural Property by the Tatsuno and Kataoka office; the two stand across a small square and are easy to confuse in photographs. There is no public rooftop observatory here. Visitors may step into the ground-floor lobby, worth a look up for its height and old chandeliers, and into the basement staff canteen, which serves outsiders a bowl of ramen with fried fish at some of the cheapest prices on Nakanoshima. The best view is from across the water: from the Tosabori or Oebashi bridges the hall lines up with the Public Hall and the Nakanoshima Library. It is closed at weekends and on holidays, so come on a weekday between 09:00 and 17:30.
