Introduction
Rokko Garden Terrace sits near the 890-metre summit of Mount Rokko, the heart of Kobe's 'ten-million-dollar night view'. Rebuilt in 2003, its European-style lanes link a free observation tower, viewing decks, an English garden and restaurants; from the 11-metre tower the view runs across the Akashi Strait to the Osaka plain and Kansai Airport. Its landmark is the Rokko Shidare, a wooden-lattice nature observatory by architect Hiroshi Sanbunichi that lets wind and light pass by day and glows with ten million LED colours at night. Clear winter air makes this one of Kansai's classic night-view spots.
