Introduction

The Nara Prefectural Office sits at the entrance to Nara Park, and although it is a working prefectural government building, its free rooftop makes it one of the handiest viewpoints in the old capital. The main block was completed in 1965 to a design by Katayama Mitsuo, a low modernist white building with crisp horizontal lines set on rising ground; the height comes from the site, not from the building. Follow the English signs from the ground-floor lobby to the lifts, and the top opens onto a planted roof garden with benches, vending machines and free binoculars, with one more flight of steps to a higher lookout. The 360-degree view lays Nara out in one go: the ridge of the Todaiji Great Buddha Hall and Mt Wakakusa to the south-east, the Asuka plain further south, Kofukuji's five-storey pagoda and the city to the west, and the primeval forest of Mt Kasuga closing the east. What sets it apart from paid decks is that it is already on the way: the walk from Kintetsu Nara to Todaiji passes the door, and twenty minutes up here first makes the rest of the day easier to read. As an office, it opens only in the afternoon at weekends and on holidays, from 13:00 in winter, and may close without notice for official events. Tripods are not appropriate on the roof and the interior offices should not be photographed.
